Wikipedia:
Written by Greg Lake with King Crimson co-founder Pete Sinfield, I Believe in Father Christmas was originally intended as a protest at the commercialisation of Christmas, but has since, decade after decade, been recognised by fans for its timeless message of peace and unity during the holiday season.
The instrumental riff between verses comes from the Troika portion of Sergei Prokofiev’s Lieutenant Kijé Suite, written for the 1934 Soviet film Lieutenant Kijé.

And the peal of a bell and that Christmas Tree smell
And eyes full of tinsel and fire
